VINELink Became IVSS-Counties

Texas moved county VINE services to Texas IVSS-Counties effective September 1, 2025. Existing registrations migrated, with a password update required on first login. The Comal County Sheriff’s current Victim Services page routes users to IVSS-Counties. The District Attorney’s older Victim Assistance page still uses VINE or VINELink wording and lists 1-877-TX4-VINE. That legacy language explains why an older name still appears online, but it should not displace the current portal.

The transition preserves the familiar search intent while changing the correct 2026 destination. Readers searching “VINELink” should use the county IVSS portal for Comal jail and court events.

Choose the Correct Texas Portal

The portals cannot be collapsed. County IVSS is not a substitute for state-prison events, and TDCJ IVSS is not the source of a Comal County bond-out record. A person at Comal County Jail may also be held for another county or federal authority. If the jail record says transfer, follow the named receiving agency instead of describing the departure as community release.

Check One Comal Person in IVSS

1. Open IVSS-Counties.
2. Enter first and last name. If spelling is uncertain, use the partial-name suggestion, or search with a DOC ID, SID, Jail ID, or permanent booking number.
3. Complete the CAPTCHA and submit the search.
4. Open the likely result. Compare agency, location, identifiers, and case details; do not select a person based on name alone.
5. Review the available custody or case information and attach notification registration to that specific record.
6. If the location reads “Unknown/Undisclosed,” contact IVSS support. The portal explains that this can be associated with a pending court case.
7. After a release alert, confirm the actual event in Comal Jail Records or a written response.

Search can be performed without registration. Create an alert only after identifiers and the responsible agency match the intended person.

What an IVSS Result Can Show

The durable released result many users expect is not guaranteed. IVSS-Counties warns that people no longer in custody may not appear. A registration can stay active even after a person disappears from search and may resume if the person returns to custody. Use a notification as a prompt to obtain the custodian’s record, not as proof-by-absence.

Register a Comal Release Notification

1. Locate and verify the specific custody record.
2. Select the available custody or court event notifications.
3. Choose the offered phone, text, or email channels.
4. Save the registration and keep contact details current.
5. When an alert arrives, note its event and time, then verify it with the responsible agency.

Registration may be available against a custody record with or without a full account. The account-registration page provides the account route:

Texas says participating feeds may notify about booking and release, custody changes such as death, escape, or transfer to TDCJ, and court events. Availability depends on the specific record and feed.

TDCJ IVSS Uses Separate Registration

For a person in TDCJ custody or on parole or mandatory supervision, create or sign into TDCJ IVSS. Locate the correct person, complete the registration wizard, select event categories and contact methods, save, and review recent notices. Registration information is confidential. TDCJ Victim Services assists at 800-848-4284 or victim.svc@tdcj.texas.gov.

This state portal covers a different custody layer from Comal’s county system. It can support state release and supervision-related alerts but does not prove a county bond-out.

Delivery choices include letter, email, text, and available telephone events. Texts may carry less detail than email, and mail arrives later. Electronic messages can arrive at any hour because processing runs continuously. Telephone calls pause between 10 p.m. and 7 a.m. Central and repeat until the registrant enters the PIN, cancels through the portal, or contacts Victim Services. PIN confirmation applies to telephone calls, not email. Notification history can show whether a method was sent, undeliverable, or, for a telephone call, confirmed.

Confirm Release Beyond an Alert

IVSS describes itself as informational and warns that notifications cannot guarantee safety. Data can lag, identifiers can mismatch, and an agency may fall outside the selected layer. For a Comal jail episode, start with the official Judicial Record Search, choose Jail Records, and check Jail Bond Records when bond may explain departure. Match the booking episode and case number. If the portal does not settle the question, use the Jail Open Records Request route and ask for the booking-out record, actual date and time, disposition, and receiving agency if transferred.

For current TDCJ custody, the public offender search supplies current information and a projected date when applicable. It includes current prisoners only, so former-prisoner history should be requested from TDCJ by email or under the Public Information Act. For BOP custody, use the federal locator. IVSS does not cover federal prisoners. ICE custody also requires the responsible federal channel; “federal” in a Comal jail entry must not be assumed to mean ICE.

The Registry Is Not Release Proof

The Texas Public Sex Offender Registry is a separate post-release trace only when a person has a registration duty. Search by name or geography, then verify identifiers. A result may show identity, photograph, registered address, reportable offense, and relevant status. It does not establish the date or type of a jail release, prove current parole, or show that a sentence ended. Absence proves none of those things because most released people are not required to register and some information is restricted.

Use the registry for its defined public-safety purpose, IVSS for alerts, and the originating jail, court, or TDCJ record for custody history. Keeping those functions separate produces a more accurate release check.

Preserve and Verify Each Alert

When a notice arrives, retain the event wording, delivery time, person identifier, agency, and location. Do not shorten “transfer” to “release” or assume a destination. Open the registered record again, then check the custodian’s official channel. For Comal custody, the county’s Jail Records and Jail Bond Records categories can connect the alert to the correct booking episode. A written request is appropriate when exact release time, disposition, or receiving authority is needed.

If no alert arrives, review the registration before drawing a conclusion. Confirm that the correct person was selected, contact details remain current, the requested event was offered, and the message was not recorded as undeliverable. TDCJ notification history can distinguish sent, undeliverable, and confirmed telephone notices. A failed delivery says nothing by itself about custody. Recheck the official record instead of treating silence as evidence that the person remained confined or was released.

Safety planning should never depend on a single electronic message. IVSS warns that it cannot guarantee safety.
